Beef filling
  1. Heat a 12 inch Dutch oven to 375 degrees for frying
  2. Brown beef on all sides
  3. Add chili powder, garlic, oregano, cumin, chile, onion, and tomatoes with juices
  4. Stir and heat to boiling
  5. Cover, reduce heat to 250 degrees, and Roast 2.5 hours until meat nearly falls apart
  6. Remove meat from dutch oven to extra pot with lid, leaving liquids behind
Prepare beans
  1. Mix flour and water in a small bowl and then stir into dutch oven
  2. Add chili beans
  3. Heat to boiling while stirring
  4. Reduce heat to 250 degrees and Simmer 10 minutes
Prepare for serving
  1. While beans are simmering, shred the meat
  2. When beans are done, put a spoon of beans and a spoon of meat in each tortilla
  3. Roll the tortilla, top with cheese, sour cream, taco sauce, or guacamole as desired
